Once you get it all cleaned up, survey the shape of the material underneath. You may be able to lightly sand and then refinish which would be cheaper than painting.

If you can, remove that contact paper and evaluate the condition of what’s underneath. Make any repairs to that surface, clean it, and then I’d paint. New paint is a game changer, and it can be an affordable way to change the look of things. If you can afford it, new cabinet hardware can make a big difference too, but sometimes that can be pricey. I agree with the other commenter here though and think you can look at a local Restore for some of the things you may need at a lower cost.
