How do I decorate this?

clean it well hotwater, dawn dish soap in tub with wire brush (don't think I'd paint it unless it doesn't come clean/rusty) if you need to paint it use silver or chrome spray paint ; have an Elf or Santa pushing it filled with miniature presents & miniature stuffed animals & don't forget big red ribbon if you don't paint it one certain color(red or green) you could use it for other holidays as well switching out stuff in cart and who's pushing it. St Patty's day-- lephrechan fill it with shamrocks fake money;Easter --bunny with candy flowers;Mother's Day Flowers; and so on thru out year Nice Find looks solid not sure about it being antique? wheels don't look old enuf

I’d paint it for sure! If you like a metallic, maybe Rose Gold! Or the brightest Red you can get! Put a faux lit, and decorated Christmas tree in it , as if someone was shopping. Be funny if you have a faux snowman pushing it and woodland creatures tossing lights and ornaments in it.

IF YOU DO NOT NO THE STORE IT CAME FROM, THEN I WOULD TAKE IT TO THE POLICE AS FOUND ITEM - They should log it and if it is not claimed within a time frame - it then becomes yours - Logitematly! Then and only then, Decorate - wind paper ribbon or Fabric Ribbon in and out the wire........

When our KMart went out of business, people were scouring creeks that had flooded and the bottoms of tall hills for abandoned shopping carts. For yours, I would use Rustoleum 2X for a base coat. Then, block the entire basket portion with cardboard, trash bags, or masking tape and paint the outer framework with green. Every holiday can enhance those background colors. Even consider using the cart to collect birthday and graduation and shower gifts for celebrations. You could even do a quarterly canned food collection for a local food bank. Stuffed animals and toys can ride in the seat. Have a great time with this.

We got a damaged cart from our local Dollar General years ago. It sits in our church foyer and people donate canned goods for local food pantry. Make it useful for the community...

After you clean it up and possibly paint it, you could fill it full of pretty boxes that are wrapped up for Christmas to make it look like it's full of gifts. You could also use it for actual gifts not only for Christmas but birthdays and events.

Why does everyone think this basket was stolen. As stores changed basket styles over the years many of the old were given away or sold.

Ribbons and fabric or macrame ornaments. Pretty silk poinsettias.

As stated in post the cart is from the 1940’s and would be considered an antique. Not a stolen cart from a current store or company. I hope that whatever was decided for decor it was a success and hopefully given its antique status it wasn’t painted if keeping it in its original state was important to owner.

I like Lynn Sorrell's answer best but I would include keeping everything with a 40's theme as to not distract from the age of the cart.
