Of you wrap them around the hanger it will work. Rubberbands do, also.
Simply wrap the pipe cleaner around the area on the hanger where the shoulder of your shirts would normally rest. An easy fix :)
I would wind it around the top part of the hanger from the center as far down as it will go. That should do it for you. Hook it good at the center of the hanger on the center top that goes up to the hanging hook. Just attach to the bottom part of that hook neck. Wind it along the hanger and it will keep anything from slipping off.
Have you tried putting a bead on the end of each pipe cleaner. Position at the top then wind the remaining pipe cleaner over the hanger.
