When I had super glue on my laminate counter top I took the razor blade that I used for my glass top stove and used that to scrape the glue off. Looked much better and felt smooth to the touch. If it still is visible, I took a small amount of finger nail polish remover on a cloth and went over the spot. Then washed with soap and water. This is with laminate...not quartz.
I would remove as much as possible with a razor blade.
I too would start with a razor blade to scrape it off and go from there, if you need further removers. Be sure to test anything further in a small unseen spot.
