Type in vanity or kitchen counter painting in the box at the top left of this post that says "find my next project". There have been tons of posts from members showing you how to paint counters and vanities.
There are kits available to redo vanity tops. There is even a granite kit available. Check at your local hardware store for this.

Recover it. You can skim coat cement, or even use wood!
If you have a salvage place like ReStore near you, vanities are usually one of a few standard sizes and you can pick up a top for super cheap. If you have a drop in sink, painting the counter would be totally fine, but if you have a molded sink, I wouldn't trust it to last.
