Brenda, if I am understanding what you need: if it were me I would buy an aluminum foil box or such that dispenses plastic wrap or freezer paper and use it for the paper you want to be able to dispense and cut. They have the built in metal teeth on them for cutting. Hope this is what you mean.
You could use the boxes that aluminum foil and wax paper as an example, but increase it to include the size of the roll of paper you want to put in it. When you finish up rolls of aluminum foil and such, keep the little metal cutting strips and adhere them to the container you make for the cutting.
A dowel to dispense it, held by curtain brackets would work well. It could be mounted on a wood base or on the wall.
