Hi ! You can go to home depot or Lowes and pick up table legs , they will have both wood or metal . If your tray has a bottom lip around the edge ( or you can make one by attaching wood around it . ) You can cut wood to fit into it , and attach your legs to that ( instead of the tray ) then you can set your tray on top . You can leave it as is , so you can lift the tray on or off as needed , or you can glue it down . Have fun !

You don't want the screws to go through the tray, so you might want to attach the legs through a piece of wood (available pre cut in circles and rectangles) and sit the tray on top or glue it to the wood with construction adhesive.
I would buy an old wooden TV tray, sand it, paint the TV tray, attach your wooden tray to the top with wood glue, finish painting and decorating the whole table, and you should even be able to refold the original tray to be able to display or store the table. Me, again. If you can find a short stool, like Rubbermaid or a time-out stool, you can attach your tray to that without the height of a TV tray. It might even be usable as a bed table. Happy tax day!
When you water the plants where does excess water go?
My coffee table is about 3 inches taller than my couch seat. If that helps you any. Too low would look odd, I think. Too short would look like a stool IMHO
