Cover with bead board.
Hi Sophia, you can cover it with bead board as the first answer suggested. You can buy ACTUAL bead board which comes in strips (kinda like tongue and groove) or you can even purchase plywood that looks like bead board which is called plybead.
As for a simpler solution though that doesn't require power tools or major manual labor you could consider the new styrofoam ceiling panels they sell now. I put mine up in my mom's guest cabin with nothing but glue and it turned out great!

You can fill it in with drywall “mud”, by yourself. Tedious, but cheap.
You can veneer it with 1/4” drywall, with help and “jacks”.
Have you tried scraping it off, after wetting it down with a spray bottle of water and a drop of clear soap & a touch of white vinegar? Tedious but cheap.
