The lightbulb inside that creates the heat might be out. See if you can take it apart and replace the bulb
Check the light bulb in the base. Clean the bottom of the glass "bottle". The "wax" has lost it's properties to flow and no way to repair that.

The newer lava lamps have cooler bulbs and sometimes batteries that are often accessible through a door with tiny screws. An eyeglass repair kit costs about $1 and has a tiny screwdriver that should fit. Best wishes!
