We found wire fences for under $3 a section at Walmart to keep our dogs out of our planted flower beds. They also have wooden and vinyl types, they are all inexpensive and you can buy as much as you need.
My dog goes through everything and if he can't go through it, he will eat it. I run a single hot wire around my flower beds. FYI he also eats the water line if he can get to it.
I have a dog that jumps a four foot fence no problem, what you put up needs to be enough so that the dog can't jump or climb over it. The fence around my veggie garden is now eight foot high and had to add fencing on top of our four foot hurricane chain link fence this winter to keep him in our yard and not chase wild life in others yards or go visiting other dogs (friendly cuss of a Shepard)
