How to get rid of white flies?
I have small knat looking white flies all over my herbs. My rosemary especially is being decimated. There are small yellow spots on all the leaves. I have been using neem oil on plant and the ground, but it doesn't seem to help.

Visit your local nursery to get more information for your area and project . Good with free expert advice, plus sells the stuff you may need.
Are they inside or outside? you could try repotting with fresh soil and clean out the pots real well with bleach water and follow with vinegar, let the vinegar sit for a few before you rinse it real well. Rinse off the leaves and roots gently in case they may have been breeding in the soil. Neem oil always worked for me, perhaps repotting your Rosemary and other herbs they are hanging out on will help. If it doesn't, I would do as Kelli suggested and check with a local trusted greenhouse, not a big box store and they may have just the solution for you.
You could try Epsom salt dissolved in water, spray it all over your plants once every 2 weeks
