Using a T shaped pole, or more like t shaped (with a top on the t for the head) use a pair of pants and stuff with straw or newspapers wadded up, a shirt with the top of the T going through the arms, and a stuffed bag and marker draw a face on it, and an old hat on top and put it in the garden. Nails will attach the clothes to the pole and the stuffing will make it look full, the drawing of eyes, nose, and mouth on the bag will fool most critters.
