I would sand off the old finish, restain and finish the top with polyurethane.
The base is gorgeous! I might sand it down and then stencil the top with a subtle design to draw the eye away from any imperfections in the wood.
The top might not be particle board. Try giving it a light sanding to get the finish off. Then finish how you like. :)
Ann is correct but use caution when sanding. The skirt is probably solid wood and could be striped. The perimeter might also be wood, you'd have to check that before trying to strip it. The center is most likely a veneer. Striping could loosen the veneer and cause it to bubble. Sand it just enough to remove the finish. If there are any dents or depressions, don't try to sand them out, you will go through the veneer. In that case you're best bet is to stain the same color.
There are polyurethanes that are made for bar tops that are thicker and will fill in any depressions.
I don't know what kind of top that is but I saw a person make a compass rose on the top with different stain tones. Or you can always paint it. Prime and then paint than seal

Just a suggestion but I thought my table was a veneer until I looked at it from underneath and realized it was solid oak. I can't tell from the picture, but if it has a leaf you can look at the inner side of the top where it separates to see if it is veneer.
That's a great table. If it were mine, I would lightly sand it (or use liquid sandpaper) and paint the entire table a bright, solid color. Here is a link to some beautiful painted furniture projects that might inspire you:
