Empty tissue boxes are perfect for stuffing them into. Using canvas bags for shopping. would eliminate most of them.
I roll them into a knot and drop them into a bucket.

I keep mine in a box in the trunk of my car so that when I go shopping, I can reuse them. I do have 2 "hanging" bags for grocery shopping. They hang on the inside of the shopping cart and can be filled easily. Those I got online. However, if I need more that those 2 bags, I'll use left over shopping bags. I hope that helps you. Most stores have a box in front of their store to recycle bags.
And we have been bagless for more than a decade . . . We bring our own.
