My flat was renovated new tiles, fresh paint. There was a leak below a tile which had to be cracked and the pipe was fixed. But its been two months there is still a damp smell of cement. How do i get rid of the smell

Sounds to me like you still have a leak, or mold developed under the tile. The people who fixed it need to take another look. Sorry.
I agree with Grace, bring back the repair company to fix it.
I'd call the repair company for sure, but to remove the smell in the meantime diffuse tea tree oil or lemon essential oils.
Perhaps there is still a leak? It shouldn't smell anymore.
