Can you just empty it and refill in spring. If you can you can just put a tarp.
Not knowing what your set up is, I would just cover with a plastic tarp or two, or even a dropcloth. Secure with large rocks or tent stakes in ground to keep from blowing away in the wind. If you have fish or plants in there they will perish if covered, so keep that in mind.
If your pond doesn't have fish and you shut it down for the winter, I'd go with a couple of above ground pool covers - one for each tier. We have koi that hibernate in the winter and keep the water running - even though it sometimes ices over. If that's the case, then you might try some shade cover material - stretched to fit each tier. Either way, you've got to stretch it across the pond and tie it to stakes to keep it in place. Make sure you have plenty of grommets around the edge because you will really need to stretch it to keep the leaves 'n such from caving in at the middle. That said, if either of the pond tiers is more than 18 feet across, you'll probably also need to put a support in the middle. We've made ours out of PVC. Or, you could probably float a heavy-duty pool toy, too. Depending on the size, more than one helper will be required. Take all your measurements and gather all tools and equipment before you start.
