Your question takes me back to junior high (as it was called in my day) I wanted to be a medieval character for Halloween so I took a lamp shade that had the basic shape (a flare) and added cardboard to it till I got the complete tapered shape.
Start with a square piece that is thin enough to be maneuvered. Turn one corner with your hand until you have a full circle on one end with your hand and the other end is a tip to a cone shape. Practice with a piece of copy paper first to get the feel of how it should go. Staple it there. Then cut the bottom or large part of the cone off to even it.

Draw a circle on a piece of card and cut from outside to centre then wind round and when happy stick in place or staple. You may get two cones from one circle if you cut it in half..............Have fun.
