You would need to sand them to remove the paint.
You can always use a stripper like citristrip. Just make sure you put down trash bags to protect your flooring.

Test for lead first- you can get a kit at Home Depot
They need to be removed and sanded. Unless they are historical vintage baseboards and might be more efficient to replace them.
It is much easier to strip and refinish them on sawhorses, instead of hunching over them and having to protect all the other surfaces. I have stripped woodwork in place, and found it best to work in small sections so I don't make a mess. I used Citristrip, a scraper, a soft scrub brush and a toothbrush. You will need something to put the scraped off paint in (empty soup cans work), gloves and patience.
BAseboards are usually very easy to remove, so you can work on them elsewhere. But unless they are wood and vintage as suggested, they are pretty inexpensive to replace them. Especially with the MDF they use these days for baseboards.
