I use one cup of vinegar, one cup of salt to two gallons water in a garden sprayer. Saturate the weeds till dripping. Do not use on lawn or in garden. Will kill everything. Boiling water on weeds in lawn and garden.

The Truth About Natural Weed Killer Exposed
Before we added the pea gravel we put down landscaping fabric which does a good job keeping the weeds out. If you could rake away the gravel and add the cloth now it will help.
We use a homemade weed killer that is super effective: https://thekitchengarten.com/diy-weed-killer/
Put down weed prevention paper under the pea gravel, then use the vinegar, dawn dish soap, and salt solution to spray the weeds that may pop up in the gravel on top the weed paper (eventually it will happen). With the weed paper down it is easy to pull any weeds that grow in the gravel if you pull them each week as part of the upkeep of your yard. They are small and come up easily without deep roots.
That's a tough one. I made a weed free flower bed but that dang clover is proving to be very determined to get through the weed block. I mostly pull them as I see them but with winter rain has encouraged them. I resorted to some non-roundup week killer.

This is tough. Can you temporarily move the gravel and put some layers of newspaper and/or landscape cloth down under it?
