Any racks put on top of upper kitchen cabinets, if not anchored down securely, pose a potential safety hazard.
The racks and contents could fall down on top of your head when reaching up to retrieve any item. If you are already standing on a step stool to access this height, you could easily fall and injure yourself.

I use all wall space to the ceiling. My cupboards though go all the way up which I like. We installed shelving over the doorways and the windows.

You will need to fit a timber frame to the ceiling and at open ends on to which you can attach a panel and a hinged lift up door. Hope that of some help.
