If you cannot reach the window have friend or family member install 2 shelves stretching across a sunny window to a height you can easily reach. Plant your herbs there so you can pick them and water them.

Bam Bam I too am physically limited so I made a tower of herbs and set it in a small wash basin to catch water; you can buy at the dollar store or dollar tree. The tower can be ordered online or made from holes in a 2 to 4 inch diameter pvc pipe filled with dirt and herbs stuck in the holes. Either way works, I have used them both. I ordered my tower for herbs from Amazon. Also, any terra cotta strawberry planter would work. Just place your herbs where you would place the strawberry plants in the side and sit it on a terracotta lid to catch water like the wash basin would do for the tower. I hope this helps.
