How deep should a kitchen counter overhang be to use as breakfast bar?

18 inches is standard. Make sure it is sufficiently braced.
Architects call for 18 to 24 inches for a "bar" type counter.
If you can go with the 24 inches I would! The more knee room the better!
I have recently discovered they make several height size barstools. You may want to check out the stools to see where your comfort level is for sitting using the stool at a bar. That may help you determine where you wish to place your countertop.

In my opinion the deeper the better - more knee room, provided you have the space for it.
24" is standard depth of regular counters. Way too deep for eating bartop and anyone leaning on it would break or crack it. Also wasted space. 15" would be comfortable and a minimum depth with a maximum of 18".
Our quartz countertop overhang is only 6". I'd say that would be the minimum but it could probably be as much as 12". You might need supports for a 12" overhang.
