If your tiles are all cracked the best and safest way to repair is to take them out. Home Depot and Lowes sell a shovel like scraper, that works great with tile. Once the tile is out you can sand down the wood, stain or paint the steps. Or you can put carpet in.

It would be safest to remove the cracked tiles and either replace them with wood or more tile.
you can chip off the tiles and then recover with carpet or wood. Try carpet tiles.

Be careful of adding wood over top of tile. It will add additional heigth to the first step and shorten the top step causing a trip factor. If that are all cracked the substraight wasn't strong enough for tile, to hold tile you need 1 1/4" min of plywood under tile. The best is remove the tile and then do what you want.
I would try to remove the tiles first and then refinish with whatever you may decide on. As is, it would not be a good solid surface for you to place anything over top.
