Mall nail brush and soap would help.
Make a paste using laundry detergent and baking soda and rub onto the collar and leave for 30 minutes then gently rub and wash as normal.
Try shampoo. It cuts through the same oils on our skin as our hair. Use a small brush to scrub lightly
Dish washing liquid,cover collar brush in ,throw in washer as normal
Liquid dish washing soap such as Dawn squired onto the stains on the collar, maybe scrubbed in with a soft brush, will get rid of stains when washed as usual in an automatic washing machine.

I spot treat with liquid hand soap, and then soak it overnight in Oxiclean and hot water in the sink (in a dishpan).
My hubby has trouble with this too. As soon as he gets home he rubs the collar with a Shout stick and leave it in the laundry. It washes up perfectly!
