The historic Last Frost Dates for your climate zone can be found at your local County Extension Office.
I’ve decided to start my seeds inside, because the weather is increasingly erratic.
If you start them inside I would aim for a month before you plan on planting them and make sure and harden your seedlings by putting them outside for a few hours every day or they'll have a tough time after planting.
What zone are you in?

Take a look at the back of the seed packet and it will tell you when to plant. These instructions are there to guide you. Some seeds prefer to be planted indoors and eventually planted outside, others are the sewn directly into the ground for best performance. The purpose is to establish a good root structure to support the plant.
The rear or side of the seed box should have a recommendation per zone.
Like others have said, I like starting seeds inside before putting them out, and I'll probably start mine next month. When you put them outside will depend on your zone. You can tell us, and we'll give you more advice, or you can use information on the seed packet.
The answer to this needs to be determined by your location and Frost-zone as well as recommendations the seed packets. The seed packet has a wealth of information I would start by checking there.
Additionally many people start seeds indoors— but it is also good idea to check your date of last frost as not to start the seeds too soon. Growing indoors can require some additional equipment.

Depends on where you live. Southern California you can plant year-round. Here in New Mexico, I'm not planting till late March or April (after our last freeze). Check with your local gardening store for the weather trends in your area.
