Have high top chairs want to cover seats. Padded w/ red leather or cloth red using glue or tacks. Chairs hang over 1 in. all three sides. Help !

If you posted a picture of yours, we could see what exactly you are starting with and what you have to work with.
We would then be able to offer you suggestions specific to your situation.
I would use a staple gun to tack the material on the underside of the seat. Another option is to use upholstery tacks that are ornamental. I did that on a foot stool and it was very nice.
I agree with one of the answers, it sounds like there's enough of a lip that you could add your cushioning and then fabric right to the seat and staple it down around the lip.
It really depends on what type chair. A photo would be most helpful to determine the correct process :)
Yes, buy an Arrow staple gun and it will last for decades. The staples shouldn’t be too long, or they may not fully seat.
Spend the money on a very dense thin foam, as foam will break down over the years.

Look underneath to find fixing method. Could be wooden discs that twist or screws to frame. Once released, you can take off the old cover by removing fixings.
To make new covers place seat face down on ols sheet or scrape of fabric and cut round, allowing for depth of padding and return under chair. Once you know this is a good template, cut fabric for all chairs. secure in place with a staple machine - back first - then front and then sides. Trim and fold corners to make a neat finished edge. Trim off excess fabric and fit back into frames. Job well done!
Super easy -- the seats are likely screwed on from underneath. Pull the screws out, cover the seats with your fabric of choice, staple it on, then reattach the seats.
