I do it two ways. One closet has a double shelf made for shoes made by Closet Maid. The other, I keep them in plastic shoe boxes, stacked.
Hi Mary, shelves along the bottom half of the closet are always a workable solution. If you want to HANG the shoes you can actually purchase specific hangers just for that!

I keep things I seldom wear in the show box and label what they are (evening shoes, dress shoes, etc) same with small purses.
You can buy clear shoe boxes at the dollar store
I also have a shoe rack on back of the closet door to put shoes I wear more often on.

It's kind of all doing to depend on the size of your closet, the shape of your closet, what shoes you have, and how many. Pull them all out, weed out ones you don't wear, then evaluate the shoes and space. That should get you started in the right direction.

My suggestion is to raise the existing bar in the closet to the highest height that you can reach to hang up and retrieve hangers.
Having your garments hanging higher will give you more space at the bottom of the closet.
Mount on the back wall of the closet a shelf as deep as you can go while still being able to close the closet doors, width, from wall to wall.
Use this shelf for shoe storage, either in boxes, as others have mentioned, or without. It will be much easier to vacuum and keep the closet neat and best of all, the shoes will be accessible without having to climb up on a stool or reach too far.
