They should be spaced at least 14" apart so in that limited space you may have too many plants.

Hi Kathy. Begin each season with new soil. I use a combination of one-third manure, one-third soil, and one-third sand. The sand will help with water retention. If your plants still look a little under the weather, mix one tablespoon of Epson Salt into a gallon of water. Sprinkle it on your plants. This method puts enzymes in the soil and plants thrive with it. You can use this solution on flower beds, gardens, etc. You can repeat every two weeks. I hope this helps you Kathy. Good luck. (Now I'm hungry for mashed potatoes.)
They might not be getting enough water to grow big enough
Hello,
Water more and leave in longer or remove some of the eyes when setting the potato to grow. Best of luck!

I put ours in a chicken wire round fence with a base of newspapers followed by layers of rich soil (lots of compost), straw, and dirt, repeat with the potato eyes planted about 12-15" apart. Water when needed.

Make sure the soil isn't compacted, add in compost and make sure its not too sandy. Also, are you leaving them grow as long as they could have? Usually, when I get small potatoes its because I dug them too early.
