I would make a flower border along the path and a path in front of the shrub border (that would make the shrubs more important and make it easier to cut the lawn). I might even cut a bed in the lawn Circle/Square etc. and fill it with flowers or Gravel and maybe a birdbath and if big enough put flowers around the edge and a path around that too. Enjoy the project!
Yes, a flower border around the base of the bushes would look great, especially where there are gaps put some taller flowers to fill in.

I pull pull out the bushes immediately next to the front steps to open the area up. Yes, a flower bed in front of the bushes and tall pots at the sides of the steps.
Mulch is good for flowers, keeps down weeds, retains moisture, and breaks down into soil. MUCH better than stones that get kicked out into the grass and then thrown by your mower.
Once that's done, I'd expand flowers down the front walkway and put a flower bed out in the middle of the yard with a good border around it.
Using perennial flowers for your growing zone keeps you from having to replace them every year.
Consider adding some lights as well. There are some really nice solar powered ones now. Add that with flowers and it should be fantastic.

Yes, you can make it look a lot better. I think the two green bushes should be trimmed down to equal heights. Use the brick lines the get them even with each other. Keeping them flat on top is the easiest. Then the reddish bushes should be shorter than the green bushes by about a foot. i would let the red one grow together like a hedge. The small tree growing by the walk could be moved. It makes no sense there.
You could do corner triangular flower beds by the steps and where the walkway meets the sidewalk. It would be more interesting if the beds were different sizes, the front one smaller. The reddish color of the bushes and the brick could be carried forward in the beds. I would plant some perennials and then fill in with annuals each year. Since your bushes have very small foliage something with larger leaves would be a good contrast.
In my experience most folks plant way too much way too close to the house.
The picture you posted above is an example of this. The bushes appear as though they are either dying inside or not growing properly. This is likely due to the fact that they are squished too close together - the sun is not reaching an adequate portion of the leaves. And, the crammed stems are likely inhibiting being able to access the weeds properly to keep them pulled out. This in turn may be preventing an adequate amount of water from reaching the bush roots.
If these bushes are not culled out and clipped back soon, they are going to grow out of control and become an unattractive eyesore.
