Try soaking them in vinegar. If it's a mineral buildup, that should fix the problem. If the glasses have been etched, there is nothing you can do about it.
Soak in white cleaning vinegar and if it is a true film it should come off after 20 minutes. If you have been washing in a dishwasher, they may have become etched. If so, they will remain cloudy. A tip for using dishwashers to prevent cloudiness is to add 1 drop of blue Dawn in the detergent dispenser prior to adding your detergent. It does a great job in boosting the power of your detergent.

I alleviated this problem -- surprisingly -- by upgrading my dishwasher soap. Instead of store brand I bought Cascade 12X... worked WONDERS
We have used salt and ice cubes in the glass. Shake it well and the ice and salt should help.
Use jet dry in the rinse cycle and use a more expensive detergent. The cheap ones always do this to my dishes.

If it's a film, CLR will remove it. It fits etched by hard water or dishwasher use, it's permanent. Good luck.
