If the bar stool legs are chrome crumble up a piece of foil and rub is over the legs. Depending on the amount of rust this should work for you. I did this on the legs of my dad's walker and they almost look new.
Wd40 and fine steel wool. Spray on let it sit for a few hours then clean off with 000steel wool. If still needs help do again and rub with aluminum foil.

A stiff wire brush and then follow with steel wool should clean it up. Then you can seal or paint, depending on the look you want.
