Hello I would suggest using Styrofoam
I like to use some of the shet foam insulation from found in improvement stores for various projects. It can cost $10-$20 for a wall sized sheet depending upon thickness. it might not be to cost effective if you don’t need that much foam....have no further use for it. It makes nice bulletin boards window screens and cornices as well
Styrofoam will work and if you've recently purchased a large electronic item you may have a piece you could cut to use as a base for a wreath. Also an inexpensive rectangle picture frame could easily serve as a base. In a real pinch you can use poster board or cardboard and cut out to the size you want. I like your idea, something different for a change!
You could take a grapevine wreath and bend it to create the oblong shape.
You want to make sure it is light not heavy. So Styrofoam or cardboard would work well. You could even use a dollar store pool noodle with a wire hanger inside to shape it. That would give you a base to put whatever you like on the wreath.

Hi Gini. You could use 2 wire coat hangers to make 1 oblong shape. Use wire to attach any embellishments. Styrofoam could work too.
You could buy a form at michaels crafts or online or make one out of a pool noodle attach it together to make a square rectangle to the shape you want
