I would use the decoupage to attach the map to the canvas.
I would decoupage the map first, then layer the next pictures on top.
Hi Joyce, matt mod podge will work. Simply put mod podge all over your canvas and apply the map.Once dry the other pictures can then be mod podged on top of the map.

Could you mount a map to a foam core board (maybe using a mounting spray) and then use mod lodge to apply the other photos?
I'd use modge podge and a foam paint brush!
You could use streight pins or clips to hold them down
