Hello Phil,
Easiest way would be to seal the floor first, and then lay carpet tiles. Best wishes
Hi Phil, here's a great article that discusses all the choice you have for covering your cement basement floor - https://www.improvenet.com/a/install-basement-flooring-over-concrete-surface
1)Hi Phil, We covered our basement floor with a roll of gym flooring. WOW....absolutely love it! Check out Greatmats.com. That is where we got it. They have also have gym flooring that looks like real floors if you have a higher budget. we love it because not only does it make a great exercise area, but the kids can jump around in the basement and I don't worry as much with the cement floor.
You vacuum it just like it is a rug! You can mop it just like its tile. It is black so you see the slightest white fuzz...but its a fun basement and we LOVE IT!
2)Another idea would be to put down those "wood" floors that are peel and stick and lock. I think they are called a floating floor and come in linoleum or a rubber. Not sure what the material is. We have that in our laundry room. It's great because we have had a couple of small floods in that area (hot water heater died) and the floor was not affected AT ALL!!! So that is another option and looks great right over cement. We have ours look like cherry wood planks. They have all types of hardwood looks though. We got ours at Home Depot.
3)The cheaper option out of anything is to paint a cement floor. This is not just a patio idea, you can do this for your interior as well. Check out my post:

So here are 3 ideas. All different price tags depending on your budget. Good luck and stay safe:)
You could put down a area rugs or peel and stick carpet squares.
Rather than cover it, have you thought of painting or staining it?

You can stain concrete, paint it, add vinyl, or carpet. If you have moisture issues, you will want to stay away from carpet. You can also tile it if it is level.
You have many choices some of which depend on what you like and what you want to spend. You could paint it the concrete and use stencils to give it more interest. You can tile it with self-stick tiles or go with ceramic tiles, or you could carpet it if that's moe to your taste. There's also a product by Rustoleum that's call Rock Solid. It is a 2-part epoxy and gives a nice permanent finish if you like a shiny industrial look for your area. Area rugs would be an option as well and could divide up a large space.
How about something like this? https://www.frontgate.com/heavy-duty-garage-flooring/11006
We painted our laundry room floor, it was a nice upgrade.
