Acrylic enamel is good for painting glass. If you want spray paint, many are formulated for glass and other surfaces. Check the label. Decoart also makes a glass paint for decorative painting.

There are also paint stains: pebeo vitrea 160 glass paint (available on amazon). This also is dishwasher safe and can be baked.

Hi Liz, it will really depend on what you are doing and if they are going to be for a decorative purpose or for use. if you are using them for decoration, Annie Sloan Chalk paint works well and sticks beautifully to glass.
If you want to put liquid inside, pain the outside of the bottles.
You've gotten some good answers. I'll add that Mod Podge has a dishwasher safe clear coat that will add some sturdiness over anything you paint.
