Hello Jolene, It would probably be cheaper to buy one secondhand. They are a fiddle to make using Dowelling and 1" square lengths of timber, etc............Concertina type)

Do you want the rack to serve as a free-standing closet, or a rack to dry your clothes on?
I saw a really cool industrial one recently with black iron pipe! With the flanges that screw in, it would be very easy to assemble.
