No reason why not. Take the pallet apart with pry bars or cut smaller pieces by using a saw to cut on the inside of the nails. They use twisted (spiraled) nails that are extremely hard to remove. You can also use a reciprocating saw to cut the nail heads off. Then "have at it" with the wood you have to the size shelf you want.
