Hello. I would consider pavers. Or Bluestone if budget allows. With decking in my opinion can require you’re really dedicated care as well as replacement down the line.
If you are building, use pressure treated lumber and finish with a marine varnish.
Concrete would be the lowest in mai tenance.

You didn't indicate your location, but if you're in a freeze/thaw zone, insure you have sufficiently compacted the gravel base and sand beneath pavers, to avoid frost heave. If the patio is against the foundation, also insure slope is sufficient to insure adequate run off of rain.
