You can use pretty plates and glass candlesticks from the dollar store. Glue them together with E6000.
I totally agree with Ann, that was my first thought too! Buy any color plates and candlesticks etc. and you can glue them and paint them any color you like! Wine glasses, or really any type of narrow drinking glasses would work as well if you can't find candlesticks.

DIY 4-Tier Dessert Stand for Under $10
You can make several serving tiers inexpensively by purchasing the clear cut-glass looking trays/plates at DollarTree in 2-3 sizes and small stemed plastic/acrylic glasses. Use a tube of E-6000 to glue the glasses between the lalrgest and next smallest plate/platter, then add another glass and a saucer. When this is done with the clear plastic/acrylic it can look quite rich and the paper doilies can be added as well if you like.

Depending on your theme, you could use wooden spindles that are similar to candle sticks for a country/barn/farmhouse theme. Crystal candle sticks from dollar tree for a bit more elegance. Hot glue to large platters for the tiers.
