If the veneer isn't lifting, I would clean it, sand very lightly, following the grain, and apply a coat of a darker gel stain to camouflage the damage. Good luck and stay safe!

If this was mine I would use citri strip to remove all the old stain and varnish. By the look of the surface and the lighter colours coming through the veneer could be very thin. Using an orbital sander could go through the veneer. Once stripped you can add new stain and varnish or paint if you want.

You can scuff with steel wool, wipe down with denatured alcohol, and stain or paint.
I'd sand everything lightly but enough to remove the finish then stain over it and seal.

Is the trouble to white marks I see in the picture.` It may be possible to disguise these with Brown Crayon wax that has been warmed to fill deep marks or coloured Marker pens to colour in the marks. If successful. Give the top a sealer coat to preserve.
