Are you talking about a concrete or wood porch?
Water-sealed wood has been sealed with a chemical substance that prevents water from soaking in. This is an especially important feature on bare exterior wood that is going to be exposed to the elements. Paint can be applied to water sealers, but the drying time of the sealer itself is the most important part of this task. For best results, prime the water-sealed wood first. Use either a latex-based or an oil-based primer as your first coat of paint before applying the finishing coat.
On concrete, acid wash then rinse or pressure wash. Let dry then paint and seal.
I like the link Nan supplied.
you would put your painted pattern on first then the sealant to protect it~do you want to put the pattern on the flooring or the wall?

Hi! I always put a sealer like Kilz on a surface to prevent bleeding through of old finish before painting, then stencil, then put a clear sealer over it. Hope this helps! Good luck and stay safe!
Hi Sandy. Cynthia is right. Put a sealer (Kilz is the best choice) on your porch first. Then paint is next. There are some great stencils available that would make nice patterns at Wal Mart or on Amazon. And, last but not least, seal it. Good luck Sandy.
If you are talking about painting concrete, with the correct concrete paint, you may not need to seal it. Check out my tutorial on painting concrete porch:

Just get multiple colors of that paint if you are using a stencil. Good luck! Sounds like a great project!
You could paint with a stencil!

If it's a brand new surface, I would seal it for protection first, then I would paint, then seal again to protect the design.
Are you painting a wood deck? If so, you can check out the projects in this post: https://www.trendir.com/painted-wood-floor-designs-most-popular/
I would seal it each year to protect the design.
Hello Sandy,
I would say, you paint your design on the walls and then seal them. Good luck!
Hi Sandy, make sure you have the color you want on there, then apply your decal or design, after it dries you can coat with a sealant to protect it
Hi Sandy, there are lots of posts here on painting a porch:

Depending on your pattern or design, you could use a concrete dye/stain, that doesn’t need sealing. It permeates the concrete.
Put on your pattern before the sealant!
No paint decorate then protectant last.
Hi, definitely do the painting on the entire first, then do your decoration then seal to maintain the pretty look.
