Yes you could use PVC pipe. Or any rod, actually.

Cut pipe as you would a curtain pole and proceed in same manor using pvc pipe clips or brackets. Fixing into walls or ceiling. Best wishes.

That would seem to be a great idea as it would not rust with the humidity and weather elements. I might suggest that spray painting to change the color might be a problem. they look good for a year or two but after a while the paint seems to chip off.
I did some Adirondack chairs with plastic friendly spray paint/ primer and they look great for a while but soon started shipping and flaking after 3-4 years. Something to consider.
Just make sure they are water resistant - maybe use shower curtains?
Bear in mind that the curtain will blow out in the wind and too thick of a material will continuously pull when the wind blows on the seams that anchor it at top and bottom. Get a light weight one with a darker pattern so it is less see thru, dries quickly and can with stand the wind. Use pvc at top and bottom like a curtain rod. Attach with large cup hooks at both sides and thread the curtain on it after you have stitched a top and bottom pocket or use shower curtain rings at the top and rings with clips or sew a seam at the bottom.

Shower curtains will not be robust enough to withstand how wind will tug at them without soon ripping and being torn off the rods.
That sounds like a great idea. You can paint the pipe if you want to. Scuff with steel wool, clean with denatured alcohol, spray with a plastic formula paint.
Harbor freight sells shade cloth “tarps” in several sizes. They have grommets, similar but stronger than a shower curtain.
