Hi! As the others have mentioned, rules vary. So do manufacturer warranties. When we had a new roof put on, we also had new vents installed and the wood and everything was gone over carefully. It was included in our price, as was the cost of removal. They did a great job. If you cover problem areas, they will still be problems with additional weight on them from the new roof. The existing roof with shingles helps make a good underlay for a metal roof. You don't say how many layers of shingles your roof has, it would be better with at least 1 layer and that should not effect it by weight as metal roofs are lighter than shingled roofs.
