If a plunger doesn’t do it a toilet snake is helpful.
Make sure and get the correct kind of plunger, they actually make better plungers nowadays specific for toilets.

My first line of action for this is plunging. Continuing with perseverance normally will push the clog through the pipes. If that doesn't work, you can use a "snake" that attaches to a drill to push through. As a preventive measure I use Green Gobbler products. You drop one a month for pipes & septic. I switch toilets each month so that a different one gets the benefit.

After plunging, if the toliet is draining slowly, I use Roebic Drain and Trap Cleaner which is a bacterial cleaner that eats deposits and paper in the drain and the sewer line for 3 nights in a row. Then 2x a year I put the Root Killer down the toliet each night for 3 nights..... then you are usually good to go.

Use a Plumbers Plunger, from DIY stores.
Just had this problem 2 weeks ago!
The plunger did not work to solve the problem. Next we tried the dish soap and let it set for 5 minutes, still no luck, repeated with the plunger and still stuck. Then the pail of hot water was the next choice. You just need hot tap water and not boiling-that could melt your wax ring and create a bigger problem. 2 pails 3/4 full and it went down.
To the possible cause of the problem, a family member is a diabetic and I suspect the used finger stick plastic strips to check the blood sugar were going into the toilet day after day. Once this was addressed and stopped, I hope this will not happen again.
