You can consider wrapping it with straw colored tulle, it will likely not show much.
You could try Elmer's glue, use 1 part glue and 3 parts water. Not sure if it would be difficult to spray on, it may clog, try a wide open spray nozzle.
Hello. Rather than adhesive which would be difficult to apply have you considered wrapping it in a mesh or fencing?
You may want to reconsider keeping them for reuse. Small animals - like mice would love to make a home in them and any sealer/glue you apply will not keep them out.
Conversely, build a wood box and glue on the material. Those will be much sturdier.
Don't have a recipe for glue but hee's an idea for the seating area at the top of the bale as of course they will shed the mosst at the top without somehow being slightly contained.

Hi Chenelle, I am not sure how big they are but, you could try a spray matte sealer, or a mod podge type sealer, best way to apply would be to spray or "dab" as not to disturb the pieces of straw
