You will need to use masonry screws.
If you want to go into the concrete, you'll need masonry screws and a strong corded drill. Or, if your ceiling is friendlier, hang the rod from the ceiling.
Becky had a great idea to consider hanging them from the ceiling, that would save quite a bit of work. They make concrete anchors that you pound into predrilled holes that you can then put screws into.
They make masonry screws that are specifically designed for screwing into concrete blocks. Other possibilities would be spring loaded tension rods inside the window in order to hang them a different way. You may have to add a screw hook or more if it is too heavy for the tension rod. You can put those in overhead for additional support.
To do this and drill into the wall, you'll need a carbide masonry drill tip, here are the steps to do this:

You can use the heavy duty outside Command hooks. They work great

Hi! Do you want to mount them? You'll need a masonry drill bit, and a toggle bolt to hold it in the wall. Command hooks do make curtain rod holders, but, I can't always find them. Could you use a tension rod inside the frame? Stay safe!
