If you want it to be permanent, E6000 may work.
Hi Terry, glass to glass is pretty hard to do without it being permanent. If you want it to be permanent I would look into clear glass adhesives specific for GLASS. If permanent is not what you're going for you could consider hanging via command strips.
You can use silicone, E6000 or epoxy
If this is temporary suction cups if permanent glue it on. They sell cats beds that use suction cups to attach to a window so they should work for a picture also. Is the picture somewhat see thru as in stained glass or not?
A dab of clear silicone caulk or E6000 glue on each corner and Gently press in place
Maybe try adhesive velcro if it isn't too heavy?
Double sided tape would work for this project.
Gorilla 804001 Adhesive or E6000, make sure all glass is spotlessly clean and dry. Put a dot in each corner.

If it's to be permanent, use a glass adhesive. If temp. then may be use clear medical tape or Clear Contact. Best of luck!
Hi Terry. Begin with a clean surface. You could wipe it down with alcohol. E6000 glue is a good choice for this project. I buy mine at Wal Mart. I like the tube with the pointed tip for more control. Good luck Terry. Happy Holidays.

Is the picture you're looking to attach a piece of glass? Do you want it to be removable or permanent? You'll need to find a glue that works for glass and will hold the weight like maybe a super glue.

I use E6000 to attach things that need to hold well. You will need to use hot glue with it so you get an instant hold. E6000 takes a while to dry firmly.
