How can I get privacy from my neighbor that can look over my fence ?

The only answer to keep prying eyes from an upstairs window on the other side of your fence is to put up something over the area where you desire privacy. A gazebo, an umbrella or a pergola with a cover on it.
You could consider putting up "sails" as well. They're big triangular pieces of fabric - I'll attach a google image search picture.
About the only option is a cover. I like the sails or trellis/ pergola with vines but the will take to grow. They also make opaque panels you can install on posts they can't see thru but let the lights in. You can attach them on post as well high enough to be comfortable under.
My goodness! If you are wanting to obscure your entire yard, I don't know what you can do short of putting up a giant fence by adding panels to your existing. But if you have areas that you want obscured you can do a gazebo or tent or large fabric (not sure what it's called) in places. Sorry you have this issue. Lucky me, our closest neighbor is 1/2 mile down the road.
Plant non invasive trees in your yard to block the view. Add a lattice to your fence and grow a quick growing vine. Check local code first for municipal height restrictions. One of my neighbors can do the same thing. However I could care less if they watch me. Playing with the pets, gardening, grilling, reading, sunbathing, etc. I am far too boring to be of any interest.

I was thinking that a tree would help, but that would take time to grow. You could put a pergola with a cover in that area, but I'm not sure if it is a grass area or if it has concrete.

Privacy and neighbors can be a sticky topic. You may need to set up privacy curtains near the area that will protect you from others views...
One or two big market umbrellas would also do the trick.
