Mirror is going blind. Resilvering is expensive and not a DIY project. Any home remedy cleaning methods should be tested in a small spot before using on the entire surface.
In my opinion there is nothing you can DIY for a mirror. Resilvering IS very expensive. You could go to Kirklands and buy a new mirror for 1/3 of the price.

It sounds like an old mirror, Enjoy it for what it is, or maybe sell it as there are a lot looking for Old Plate Mirrors.
