Hello there,
You will need square tubular metal for the frame. Welding equipment to make the frame up. Scaffold Boards for the shelves. Hope that helps. For quantities - draw to scale what you want and then use that to gauge quantities.
I have seen shelves like that at At Home and Home Goods.

its just so easy to build with the help of some power tools if you have experience of making things if not then you can also go with the floating shelves that so easy to install in wall and look good too
